ACCA每周快报——创建共同文化

中国这个世界上发展最迅猛的经济体正在因会计人才的短缺而苦恼。毕马威中国主席姚建华FCCA审视行业未来发展。
姚建华先生自2011年4月起出任毕马威中国主席。在同姚建华的独家专访中，他与我们探讨了中国会计行业的未来发展。

问： 有预言称中国将在2030年前超越美国并将主导全球贸易。这对会计行业又将意味着什么？
答： 随着中国在全球贸易中的重要性和参与度日益提升，这个国家正面临着非常广泛的领域去涉足和融入。（这使得）其他国家对中国及其发展内涵的了解显得非常重要。某些会计和审计准则也许并不适用于中国。在过去，国际准则的变革总是基于美国、英国和欧洲的观点。不过这需要一个过程，中国应该更多地参与进来并发表它的见解。如果没有中国的参与，国际会计准则也就谈不上“国际”二字了。

问： 所以说并不是要中国去遵从现有准则，而是去参与并对“国际准则”这一概念重新定义？
答： 国际化是指：“这些准则所有人都接受，同时也适用于所有人”。（会计行业）应当同方方面面的关键参与者进行沟通和商议。鉴于中国的重要性与日俱增，会计行业也希望将其视作关键参与者进行沟通；而如果业界希望中国参与进来，它就需要去考虑中国的意见。在过去，中国更多的是去遵从和适应国际财务报告准则（IFRS），不过现在的趋势是中国将更多的参与、融入并最终同意新准则的制定。

问： 您怎样看待会计准则在中国的发展和演变？将来中国与国际报告准则之间会存在某些细微差别吗？或者说这些问题能否在将来得到解决？
答： 在中国，相关准则由中国财政部制定。显然他们的主要目标是使之与IFRS趋同，因此他们从最高层定下基调。现在关键是如何把它向下落实到那些具体应用这些准则的专业人员手里，并且去理解和掌握它们的含义和应用方法。因此这是一个庞大的工程，不过由财政部定下基调是很好的做法。

问： 目前大多数中国公司都采用了比法律要求更高的会计准则，您是否认同这一观点？
答： 我想我不会用“大多数”这个修饰词。拿上市公司来说，它们必须采用与IFRS趋同的中国会计准则，不过这同样需要一个过程。我认为，当前并非全部中国公司都遵从所有这些准则，在这方面我们仍然还有很长一段路要走。

问： 财政部和中国注册会计师协会都很注重培养中国自己的会计人才。中注协曾在2006年表示要在十年内建立十家国家级会计师事务所，请问您对此事的看法是什么？
答： 这个过程已经开始运作了，有一些小型事务所已经被并入到几个大型会计师事务所。不过在收入和人员数量方面，这些事务所仍与“四大”相去甚远，不过这个需要时间去发展。我认为最重要的是文化的融合过程。单从讨论的角度说，如果要将分别位于北京、上海和广州的三家不同的公司合并在一起，你要做的不仅仅是改一个名字，你还必须要保证他们分享同一种企业文化、遵从同一套操作程序。据我所知，财政部正在这一方面狠下功夫，并在探索能够促成这一转变的通用体系和通用流程的具体形式。

问： 所以您认为这个十年目标过于雄心勃勃了对吗？
答： 中国和其他国家不同。在这里，凡事皆有可能。在企业规模方面，我觉得达成目标没有问题，不过它们是否能构建并共享新的企业文化，十年的时间也许有些短。合并几家事务所并不难，但必须要确保的是它们采取相同的工作流程、团结一致、并向相同的方向努力。

问： 在香港上市的内地公司被允许采用中国会计准则和审计师，您对这一决定持怎样的态度？
答： 对于内地公司来讲，很显然采用中国准则和实践会更容易，但这对投资者来说却不然。他们真的明白这意味着什么吗？尽管中国的会计准则和IFRS在趋同，但是报告形式和披露还是会不同，所以说这取决于你到底希望他们能得到什么。我认为那些拥有多种投资者群体的大型企业仍然会坚持IFRS，因为其（海外）投资者只能看懂IFRS的会计报表。不过如果你说的是关键投资者仍然是来自当地或常驻香港的话，那么我认为（使用中国会计准则和审计师）是没有问题的。

问： 作为财务账目的“守门员”，会计行业怎样才能保证始终不渝地保持最高标准的道德和职业操守？
答： 关于道德和职业操守，我想说教授这种品德绝非易事。它们是会计行业的根基。当然，我们每天都会强调它们的重要性，在培训过程中，关键是要从我们自己员工身上学习。一旦开始接触了，他们就会知道应该去做什么了。

问： 这种对道德观的专注是否将必然地传进中国会计师事务所？
答： 对我们来说，这种透明度是我们生活的一部分。不过按照中国的习惯来讲，礼物象征着对关系和工作的一种尊重。这种关系包含着友谊和客户关系。我们不得不在尊重这种习惯的同时坚持道德操守。

问： 您怎样看待会计师培训在中国未来五到十年的发展？
答： 我认为中国需要大量的会计师。会计行业（在中国）仍然是一门新兴行业，尚需大力发展，会计师的重要性也应得到认可。一旦进入到全球贸易和商务领域，律师、会计师等商务类职业就会大量出现。他们需要为整个行业树立形象。每年我们都会招募1,500到2,000名会计师，并投入大量的时间和精力对其进行培训。树立行业形象非常重要，这样人们才能明白这是一个不错的职业，然后自然而然就能吸引一流人才的加入。我认为他们有很多事情需要去做，包括在职培训和脱岗培训。
