ACCA资讯——上海国家会计学院与ACCA发布联合调研报告(转)

       管理会计其重要性日渐凸显，今年以来中国财政部部长，多次强调要重视管理会计，重视管理型会计人才的培养。

　　上海国家会计学院与特许公认会计师公会(ACCA)近日联合发布《中国企业管理会计人才培养模式》调研报告。报告显示，管理会计人才对公司绩效的提高非常重要，但是管理会计职能的现状与其应发挥的作用差距较大，企业管理层亟需完善管理会计人才培养。

　　这份调研报告隶属于上海国家会计学院与ACCA合作开展的“中国企业管理会计人才培养模式”项目。该项目以促进中国企业管理会计人才培养为目标，通过问卷调查、现场访谈等方式，对管理会计人才的胜任能力/技能、培养方式和培养模式进行了研究，希望对国内企业管理会计人才的培养提供借鉴。

　　这一项目自2013年8月启动，由上海国家会计学院院长李扣庆教授领衔负责，由包括ACCA中国事务总监梁淑屏、上海国家会计学院佟成生副教授、ACCA中国专业事务主管许素兰等在内的十多位专业人士组成研究团队。报告全文于2013年12月2日在上海国家会计学院举行的管理会计论坛上公开发布。

　　上海国家会计学院院长李扣庆教授说：“本世纪以来，交通技术、信息技术的快速发展，促使人类社会进入到一个快速变革的时代。在这样一个时代，一方面我们需要持续不断地创新。另一方面，我们需要以更加有效的成本管理来支撑成本决策，来提升绩效，更加有效监督控制防范风险，管理会计其重要性日渐凸显。今年以来中国财政部部长，多次强调要重视管理会计，重视管理型会计人才的培养。12月2日凌晨“嫦娥三号”升空了，我想它放飞的是人类探索太空距离我们最近星球的梦想，我们学院与特许公认会计师公会(ACCA)合作的这一有关管理会计人才培养的调研报告，放飞的是卓越的管理会计的梦想，双方一起共同研究管理会计，积极推动管理会计的实践。”

　　ACCA中国事务总监梁淑屏说：“我们非常荣幸，能够与上海国家会计学院联合对管理会计人才培养模式开展调研。通过这项研究，我们希望帮助企业找到适合企业实际情况的培养模式。同时我们也看到，企业还需要进一步完善管理会计人才培养，其中包括管理层需要提高对管理会计工作的重视程度、推动企业文化建设、加强职业道德和职业规划等方面，这些都是企业管理会计人员发挥作用的前提。”

　　《中国企业管理会计人才培养模式》调研报告显示：

　　

•        领导层的支持对于发挥管理会计的作用非常重要。90%的问卷回复者认为管理会计人才对公司绩效的提高“重要和非常重要”。但是，管理会计在企业中能发挥的作用，体现在公司的领导层对这个岗位的定位。
  
• 　　管理会计的职能设定需清晰。超过一半的问卷回复者都没有对管理会计的职能进行描述。但是，要使管理会计在企业发挥其作用，企业应该清楚地为每一个管理会计的岗位设定职能，让他们明白在企业里所扮演的角色及要达到的目标。
  
• 　　管理会计需要全面的胜任能力。要满足管理会计的职能，企业必须为管理会计的岗位设定所需的胜任能力。除了基础的技能，如成本管理技术、管理会计工具的知识、数据分析技巧以外，管理会计还需要具备一些不可缺少的胜任能力为企业筹划未来，如对潜在风险的认识、对战略选择的评估能力、把握宏观经济对企业的影响等能力。
  
• 　　培养方式要“因人而异”。针对管理会计人员所需的胜任能力，企业可以通过不同的培养方式来提升他们的能力。对于基础的能力，企业可以通过让员工在职学习等方式，如参与专业资格考试、组织内部培训等等。对于能力类的胜任能力，大部分企业都会让员工通过工作上的学习和经验累积以提升能力。轮岗、暂调业务部门等方式，都可以让管理会计人员更深入地去理解企业的业务和不同部门的实际情况。导师制度更是可以帮助管理会计人员在工作过程中获得更好的领悟。
  
• 　　绩效考核有助于留住人才。企业可以根据管理会计的职能，与员工每年确定目标及发展计划，作为年终考核的基准。研究结果显示，大多数对员工做绩效考核的企业，员工的满意度也比较高。对于财务人员来讲，他们追求的是长期的职业生涯规划。好的培养计划，能够留住有潜质、有能力的员工，让他们为企业创造更大的价值。
  

　　梁淑屏补充道：“ACCA近期的调研还发现，企业招聘者都希望找到具备全面能力的财会专业人士。在目前的工作环境中，管理会计在企业中要有新的定位,它不仅要具备广泛的、贯穿整个财务和管理会计领域的财会知识，更要对企业的业务、商业模式等具体的领域有深入的了解, 有效地参与战略制定及财务规划, 管理企业风险。这也成为不同财会岗位的常规性要求。因此，一个有助于学习全面能力的财会专业资格对培养未来的财务领导者发挥着重要作用。”
