鄙人拙见：
    任何计划都应该有长短期之分吧~至于operational plan 和tactical plan我记得 在operational control 那里提到过
         没记错的话，这个应该是revision上的题目吧~答案里面应该有解释吧~
         不好意思，身边没书~不是很确定~

<P>定义operational control也比较抽象，和实际联系我就比较糊涂了</P>
